Stuttgart-Weißenhof, 1927: Modern architecture comes into its own

The significance of the Werkbund exhibition on “Die Wohnung” at Stuttgart-Weißenhof in 1927 is universally attested. Organized by Mies van der Rohe two years prior, it aimed to unite the various strands of modern architecture that had been developed earlier in the decade. Despite its commitment to internationalism, its international character was nevertheless somewhat limited by sheer geographical proximity and the haste with which it was thrown together. As Reyner Banham pointed out, it was a largely Berlin affair:

[I]n spite of these international overtones, Weißenhof was primarily a manifestation of Ring architecture, and apart from…four non-German designers…the remaining eleven were mostly Berliners by professional domicile, birth, or attachment — Mies himself, Gropius, Hilberseimer, the Tauts, Scharoun, Döcker, Behrens, etc. The style to which the foreign designs conformed was the style of Berlin by sheer pressure of numbers. No other city at the time could have mustered, as Berlin could by this date, over a dozen convinced modernists of recognizable talent.

Van Doesburg noted at the time that Corbusier, whose distinctive style was already well known, was strongly influenced by the Neues Bauen architects at the Weißenhof estate. Functionalism was out in full force, and van Doesburg had no illusions about its origin: “Principally this trend came from Russia, and therefore it concurs with the communist philosophy of life.” His intuition wasn’t too far off, and indeed the Nazis would denounce the settlement ten years later for its “Bolshevik depravity.” Wolfram von Eckardt, the architectural historian, recalls that the fascists installed pitched roofs onto the flat terraces in order to render them more palatable. Bombs dropped by Allied planes during World War II destroyed several of the buildings. Restoration since has only been partial.

Schulze strikes a slightly different note in his Critical Biography of Mies. In his view, the functionalism on display at the Stuttgart exhibition was more apparent than it was ever actual, largely an aesthetic effect. “To the extent that functionality was one of the New Architecture’s objectives at Stuttgart,” avers Schulze, “it is hard to defend the rapid deterioration of most of the houses — stunningly, within as little as a year or two. In short, Weißenhof was never a triumph of Sachlichkeit and functionalism, but of the image of modernism.”

Some remarks about the prehistory. The demonstrative architectural exhibition, being held in Stuttgart from July 23 on, means the realization of an idea which has existed for years in the minds of the younger generation grouped around the periodical G (Gestaltung). This notion can be worded thus: since all exhibitions, whether of art objects or of architecture or technology, only show separate portions of an entity, Einzelstücke, and because on the other hand in our modern time the Gesamtarbeit, the unity of a collective stylistic purpose, is the only thing that counts, it must be clear to everyone that the exhibition of separate works of art, architectural models and designs lacking an inner coherence is pointless and passé. On the contrary, the requirement should be the following: demonstration of an entity in which all parts (meaning: color, furniture, utensils etc.) are organically combined. With the regular manner of exhibiting: the placing and hanging of loose objects next to, or on top of, each other, this was of course impossible, because that would be too much of a strain on the imaginative powers of the masses. They wanted to place the visitor within, instead of opposite, the new environment and make him “experience” it, instead of “looking at” it. This new requirement to demonstrate instead of exhibit was put into words for the first time in 1922, at the international artists’ congress in Dusseldorf, by the constructivists: “Stop holding exhibitions. Instead: space for demonstrations of collective work.” And under point 4: “Stop separating art from life. Art becomes life.”[1]

In fact, as everybody will remember, the aim to achieve a Gesamtarbeit formed the basis of the modern art movement in Holland, which around 1916 propagated its ideas in the modest periodical De Stijl and took up the defense for a collective rendering as opposed to an individualistic one. Then, in the midst of the war, no trace of this zeal was to be discerned in other countries, and this is understandable when we realize that this new tendency postulated an international orientation.

The periodical G, in which the functionalists started publishing their views on architecture in 1923, was primarily based on the ideas of the Dutch and Russian artists, the former of which were becoming more and more the aorta of the new direction in Europe. It is because of the initiative of the architect Mies van der Rohe, by far the strongest personality of the group of German constructivists, the core of the circle around G (only five issues of this periodical were ever published), that the common ideal of a demonstrative architecture exhibition was almost completely realized. Not only is the Siedlung Weißenhof Mies van der Rohe’s work with respect to grouping etc., but the stands of construction materials and ingredients in the Gewerbehalle [Trade Hall] and the Plan- und Modellausstellung [exhibit of plans and models] — all of which are of great importance for the entire planning of the exhibition — can be considered his mental property as well. Neither should we forget the Versuchsgelände [testing area], located next to the Weißenhofsiedlung, where the visitor can get acquainted with the construction and building method and the materials used here. Various kinds of solutions for roof covering of flat roofs, sound proof walls etc. are displayed here. Certainly nobody will be surprised that the realization of this wide-ranging demonstration required enormous energy, all the more because unexpected difficulties, prejudices and even political complications had to be overcome; not to speak even of the financial difficulties, resulting from the tight budget with which the organizers had to work. We have to credit the architect Mies van der Rohe, vice president of the Werkbund for having tackled the majority of these problems, assisted by the 15 collaborating architects as well as by his faithful supporters Werner Gräff, Willi Baumeister, Hilberseimer, Döcker etc.; the latter undertook the supervision of the execution of the work.

It is not premature to state that — leaving the quality of the architectural products themselves aside for the moment — this undertaking of a demonstrative exhibition is the product of a modern necessity, not only putting the traditional way of exhibiting in the shadow, but surpassing it, and rendering it obsolete for future use. Those who have visited the exhibition held in Paris in 1925 and compare it to this exhibition, will have to acknowledge that the former sinks into insignificance compared to the construction manifest in Stuttgart. The latter contrasts sharply with the exhibition in Paris, with respect to organization as well as to the exterior aspect.

Impressions of the exhibition. — When we, after visiting the Weißenhofsiedlung, come to the glass display in the Gewerbehalle, we find ourselves, without preparation, in the best and purest presentation of this exhibition in the field of interior architecture (if these words are not a misnomer!). This glass hall, also executed after a design of Mies van der Rohe, owes its creation to the unequivocal task of displaying fragile material (semi-transparent and opaque glass of different colors) in such a way that it would be shown to full advantage. This was realized best by raising glass plates of enormous dimensions straight in the free space as walls, unprotected from top of bottom, without base board, profile or ornament. These glass plates are mounted in narrow, flat frames of nickel-coated steel. The problem was a sober one, but the solution reached the highest point that blessed, inspired visual artists can attain, and that only in very special moments: conquering the material with all of its faults, such as weightiness, resistance and transience, with the maximum of the energy force of the material itself.

Every material has its own energy force, and the challenge is to enhance this energy force to its maximum by proper application. The opposite is: violation of the material by wrong application, whereby a relatively large percentage of the energy force is lost. Weighing one material against another in respect to their energy and character, and proportioning them well, most certainly belongs to the essence of the new architecture. Only in this way can modern architecture bring to realization what it has to offer in involuntary beauty.

Only when iron concrete was, for the first time, applied in the right way (I believe this was done by Wright), were the character of the tension and the energy of the iron concrete shown off to such an advantage that architecture attained a new beauty, involuntarily, without a preconceived aesthetic intention. The same is true for plate glass, seamless floors, and other unjointed surfaces of materials, which by their purity, simplicity and their Gespanntheit [surface tension] are in keeping with the modern mentality.

It is my utter conviction, formed in practice, that only the ultimate surface is decisive in architecture. “How so? and what about the construction, the mechanism?”

The answer to this question is: “The ultimate surface is in itself the result of the construction. The latter expresses itself in the ultimate surface. Bad construction leads to a bad surface. Good construction produces a sound surface with tension.” Indeed, the finishing touch of architecture is in the finish of the surface, interior as well as exterior. The development of the ultimate surface is essential, from the first stone to the last stroke of paint. Every architect having a visual sense for construction knows this, and with this glass display Mies van der Rohe proved to be on top of this new problem.

Lissitzky, Wolkenbügel (1924)

s skyscrapers stood on great elevated piers above intersections of radial and ring-rods in Moscow. These piers with their open-faced lift-shafts, support the horizontally cantilevered building. Beneath them are metro stations and bus-stops. The building is supposed to be made of steel and glass, all the parts being standardized so that no scaffolding is needed for its erection.

Emil Roth, the Swiss architect, also helped in working out this design. He, as well as Mart Stam, were extraterritorial members of the Society of New Architects (ASNOVA) founded in Moscow in 1923. This society consisted mostly of architects connected with the VKhUTEMAS school in Moscow. The work of Ladovskii’s pupils from that school was published in the journal ABC.

The creation of an office complex that would respond to the demands of the new times within the context of the old Moscow urban fabric was the basic idea leading to the concept of the so-called “sky-hook.” Moscow is a centralized city, characterized by a number of concentric ring boulevards connected by radial main streets emanating from the Kremlin. The proposal intends to place these structures at the intersections of the radials and the boulevards, where the most intense traffic is generated. Everything delivered to the building by horizontal traffic is subsequently transported vertically by elevator and then redistributed in a horizontal direction.

Compared to the prevalent American high-rise system the innovation consists in the fact that the horizontal (the useful) is clearly separated from the vertical (the support, the necessary). This in turn allows for clarity in the interior layout, which is essential for office structures and is usually predicated by the structural system. The resulting external building volume achieves elementary diversity in all six visual directions.

The problems connected with the development of these building types, including the scientific organization of work and business, are being dealt with on an international level. In this field, as in others, reconstruction will pose new demands.

In these times we must be very objective, very practical, and totally unromantic, so that we can catch up with the rest of the world and overtake it. But we also know that even the best “business” will not of itself advance us to a higher level of culture. The next stage of cultural development will encompass all aspects of life: human productivity and creativity, the most precious faculties of man. And not in order to accumulate profits for individuals, but to produce works that belong to everybody. If we just consider all the accomplishments of our own generation, we are certainly justified in taking for granted a technology capable of solving all the tasks mentioned earlier. One of our utopian ideas is the desire to overcome the limitations of the substructure, of the earthbound. We have developed this idea in a series of proposals (sky-hooks, stadium grandstands, Paris garage).

It is the task of technology to make sure that all these elementary volumes that produce new relationships and tensions in space will be structurally safe.

The idea of the conquest of the substructure, the earthbound, can be extended even further and calls for the conquest of gravity as such. It demands floating structures, a physical-dynamic architecture.

French cubist painter Fernand Léger’s wartime proposal to Leon Trotskii for “a polychrome Moscow”

According to a catalogue accompanying the Whitechapel Art Gallery’s landmark London exhibition Fernand Léger: The Later Years, edited by Nicolas Serota, the great French abstractionist advanced a radically colorful proposal for the layout of the 1937 Paris international exhibition that would feature

…a yellow square, a red and blue avenue, an Eiffel tower with a camouflaged silhouette…that would all be lit up at night, instead of fireworks.

Much to the painter’s chagrin, this proposal would only be partially realized. The Eiffel Tower — that iconic remnant from arguably the greatest of all world’s fairs, the Exposition Universelle of 1889 — would again be electrified and lit up, just as it had been for the 1925 bonanza. Even then, there’d be fireworks. In intermittent flashes, these served to illuminate its ferrous skeleton from behind the promenade.

Reproduced below, sans footnotes, is the French-Russian architectural historian Anatole Kopp’s late article on “Foreign architects in the Soviet Union during the first two five-year plans,” from 1988. As things stand, it’s probably the most thorough account of international specialists’ activities in the USSR. In a post that’ll soon follow, I’ll go over Kopp’s career and outlook, his strengths and shortcomings, his collaborations and disagreements with peers such as Henri Lefebvre. His earlier work was stronger, and more influential, but this article is valuable if for no other reason than its comprehensiveness. That said, it does leave out mention of a few noteworthy figures, such as Hinnerk Scheper and Johan Niegeman. I’ve included some images of them, even though he neglects to mention them.

Soviet architecture of the 1920s — avant-garde architecture — was largely unresearched in the West until the mid-1960s. Since then, in Europe, in the United States, and also progressively in the Soviet Union, various studies have been devoted to this subject. What has remained largely unexamined, however, is the activity of a large number of foreign technicians who went to work in the USSR beginning in 1928. Their participation in various construction projects and in the development of Soviet architecture is the subject of this essay. Continue reading

The Soviet Avant-Garde: International Reflections of the OSA-ASNOVA (Constructivist-Rationalist) Split

THE SOVIET AVANT-GARDE — INTERNATIONAL REFLECTIONS OF THE OSA-ASNOVA (CONSTRUCTIVIST-RATIONALIST) SPLIT

THE EFFICACIOUS VS. THE AESTHETIC

In his landmark structural analysis of the antinomical tendencies existing within Russian culture (broadly termed “Culture One” and “Culture Two”),[1] Vladimir Paperny locates a subset of contradictions operative in the context of the former considered by itself.  This second-order oppositional pair he identifies corresponds to the two main positive bases of modernist architecture we have already set forth: the contours of abstract art on the one hand, and modern industrialism (and more specifically, the machine) on the other.  While it is difficult to see how this opposition fits into Paperny’s broader scheme of Russian history as a whole — for he claims that these cultural patterns recur, and the existence of this particular binary in earlier epochs seems unlikely — his conceptual division of these two tendencies is entirely correct with reference to the 1920s.  He explained this internal tension within Soviet avant-garde culture as follows:

In Culture One there is yet another pair of opposing tendencies…One element in this pair is bespredmetnichestvo (nonfigurative art), the rejection of any resemblance between an artistic creation and life and thus the affirmation of the right of art to speak in its own language.  The other element is zhiznestroenie (life-building), the complete blending of art with life.

The first tendency in Culture One led to the appearance of abstract painting, the montage in cinematography, the experiments of Kandinsky and Ladovskii regarding the perception of forms and colors, the arkhitektons of Malevich, El Lissitzky’s PROUNs (Projects for the Affirmation of the New), and, ultimately, to rationalism [or formalism] in architecture.

The second tendency led to Maiakovskii’s political posters for the ROSTA (Russian Telegraph Agency) windows, Tatlin’s chair and flying device called Letatlin, the documentary films of Dziga Vertov and Esfir’Shub, the designs for a city of the future by the sculptor Anton Lavinskii, and, ultimately, to constructivism (or functionalism) in architecture.

Both these trends, as with the two preceding ones, barely existed in a pure form, and every position presented itself as an intervening point between the two poles…Culture One succeeded in seeing abstract beauty in efficacious structures and efficacy in abstract compositions.[2]

Although many have made the point that in their realized structures — that is, in those buildings that were actually built — the works of the Rationalists in ASNOVA and of the Constructivists in OSA bear an undeniable resemblance to one another,[3] the theoretical differences between the two groups were by no means insignificant (even if they seemed to produce similar results).  Indeed, visiting the Soviet Union in 1929, no less an architect than Bruno Taut admitted that “it is really very difficult for an outsider to understand the difference between the so-called ‘constructivists’ and the ‘formalists.’”[4]  Even Moisei Ginzburg, who would come to be one of the staunchest representatives of Constructivist architecture, sought early on to minimize the differences between the two tendencies.  In 1923 he thus asserted: “‘Rationalism,’ ‘Constructivism,’ and all such nicknames are only outward representations of a striving for modernity, one which is more profound and fertile than might seem the case at first glance and which is engendered by the new aesthetic of a mechanized life.”[5]

Despite such admissions, there are still many good reasons for taking this split within the Soviet architectural avant-garde seriously.  Their differences were both presented on consistently principled grounds and were, moreover, symptomatic of a broader and more basic contradiction within modernist theory as a whole.  Though professional rivalries and personal antipathies no doubt played a role in these groups’ relations, it is important to examine their points of disagreement on their own terms, as historians like Catherine Cooke and Anatole Kopp have to some extent.[6]  The suggestion that such deep-seated disputes were motivated simply by jealousy, dislike, or competition over commissions fails to hold up when placed under scrutiny.  Too many other factors intervene: parallel developments in the arts (particularly in theater) and sciences (particularly in the field of industrial psychology), similar divisions along international lines (between, for example, the Dutch Neoplasticists and the German Functionalists), and the privileging of one set of positive principles over another (as with the emphasis on abstract form versus concrete function).  What is more, the inherently totalizing and systematic nature of modernist architectural thought, which will be the specific focus of the next subsection, prevented the members of these rival avant-garde factions from readily compromising their ideals or making concessions.  They rejected any approach they felt was incompatible with their own doctrines.  This all-or-nothing mentality of the modernists is further evidenced in the turn towards city planning, which gave rise to even greater disagreements and divisions within both OSA and ASNOVA.  Such later fragmentations as these will be dealt with in the course of our discussion of the international avant-garde’s eventual turn towards urbanism in the second half of the 1920s.

Beyond those who were themselves involved in Soviet modernist architecture, there were a number of observers and commentators at the time who recognized these rival tendencies.  “[I]n Russia two tendencies can be discerned…: one of aesthetic experiment, and one of constructive functionalism,” noted Theo van Doesburg in his 1928 article, “Abstraction, Dream, and Utopia: Conflicting Movements in Russian Architecture.”[7]  This split he identifies, which corresponds to the distinction between the Rationalists and Constructivists in architecture, was in some sense mirrored in his own experience.  For while the division between painterly-aesthetic formalist tendencies on the one hand and industrial-constructive functionalist currents on the other was nowhere more pronounced than in Russia, especially at a national level, this tension could be seen at work in modern architecture elsewhere.  In some sense, this runs counter to Paperny’s thesis that no equivalent opposition existed in the West, but only superficially.[8]  Van Doesburg had witnessed firsthand the division between rigorous formalism based on abstract painting as practiced by himself and his countrymen — Robert van’t Hoff, and to a lesser extent, Gerrit Rietveld and Mart Stam — and rigorous functionalism based on industrial design as practiced by the (predominantly German) proponents of the Neue Sachlichkeit.  Even earlier, within the ranks of van Doesburg’s journal De Stijl, a similar feud had broken out between the architect Oud, who favored the examples of industrial machinery,[9] and the painter Mondrian, who favored his own Neoplasticist abstractions.[10]  Oud departed De Stijl in 1921 after van Doesburg sided with Mondrian on this issue,[11] though Oud would remain (at least tacitly) more committed to the aesthetic dimension of architecture than his more severe counterparts in German functionalism.[12]  At least in theory, the De Stijl architect Rietveld attempted to reconcile these two poles of modernist architecture by aiming “to determine the relationship between beauty and art, as well as the relationship between these two and utility and construction.”  He proposed (by way of negation) that architecture should seek a middle ground, choosing to take the somewhat safer position of neutrality: “It seems just as wrong to me to accept or reject constructional forms for aesthetic reasons as to accept or reject aesthetic elements on constructional or economic grounds.”[13]  And in practice, Rietveld was rather successful in compromising between the two poles, as his famous Schröderhuis attests.  Despite his earlier affiliation with De Stijl and painterly Neoplasticism, however, Rietveld eventually ended up identifying with the “international style” of functionalism by the beginning of the 1930s.[14]

The rift that existed in Soviet avant-garde architecture between its positive basis in abstract art and its positive basis in industrial design was reproduced in miniature in the debates between van Doesburg and his followers and Walter Gropius’ Bauhaus school at both Weimar and Dessau.  In 1921, after being denied a position at the newly opened Bauhaus, van Doesburg set up shop in Weimar as a competitor to its course of design.[15]  While he praised the school’s stated goal of unifying the various arts under the rubric of architecture,[16] van Doesburg was highly critical of its actual achievements.[17]  Following the emergence of the Neue Sachlichkeit in German architecture around the Bauhaus, van Doesburg swiftly wrote an article “Defending the Spirit of Space: Against a Dogmatic Functionalism.”  As its title would suggest, this piece defended the spatiotemporal basis of architecture imparted by abstract art against the overzealous application of industrial forms and ideas.  “Undoubtedly, a so strictly functionalistic layout of the spaces will be considered the most appropriate and most economical one,” he admitted.  “In reality, though, this is not true.  Already from a purely practical perspective this architecture, because of its individual shape, does not lend itself to spatial expansion.”[18]  Later, van Doesburg derided the overly Taylorized, industrialist approach to architecture as creating “an absolute rigidity and sterilization of our lives.”[19]  Likewise, his former collaborator Rietveld (whom Gropius did end up hiring for the Bauhaus) — although he eventually came to embrace the mantle of functionalism — also took aim at what he identified as German functionalism’s peculiar inflexibility.  Rietveld did not blindly endorse every sort of functionalism: “Not only in Holland, but in Austria and France (and maybe Japan and Russia, currently very much influenced by Germany, will soon follow), people now see very clearly that the German program for a new functionalism is much too narrow, uncompromising, and lacking in flexibility.”[20]  Mondrian, though long since estranged from Rietveld and van Doesburg, also stressed the abstract formal properties of the new architecture over utilitarian considerations.  “At present, I see no chance of achieving perfect plastic expression by simply following the structure of what we build, studying its utility alone…,” wrote Mondrian.  “We therefore need a new aesthetic based on the pure relationships of pure lines and colors, for only pure relationships of pure constructive elements can result in pure beauty.”[21]

Though Teige rightly credited the early De Stijl influence on the Bauhaus as helping “to eradicate [its] surviving expressionist tendencies,” the German functionalists coming out of this school toward the end of its years in Weimar and its first years in Dessau were mutually critical of the Dutch movement’s aesthetic adherence to “the new ‘orthogonal’ formalism.”[22]  In Gropius’ reflective 1934 “Appraisal of the Development of Modern Architecture,” he acknowledged its initial influence while dismissing its overall value, writing: “The ‘Stijl’ movement had a marked effect as propaganda, but it overemphasized formalistic tendencies, and so…made ‘cubic’ forms fashionable.”[23]  Indeed, though he viewed movements like the Neue Sachlichkeit as too limited and one-sided,[24] Gropius’ evolution from an organicist and expressionist architectural ideology to a functionalist approach can be witnessed by comparing his 1919 “Program of the Staatliches Bauhaus in Weimar” to his programmatic 1926 piece, written shortly after moving their operations to Dessau, “Principles of Bauhaus Production.”  In this latter essay, Gropius asserted that an object produced at the school “must serve its purpose perfectly, that is, it must fulfill its function usefully, be durable, economical, and ‘beautiful’.”[25]  Shortly thereafter, one of the great theoreticians of functionalism and Sachlichkeit in architecture, Adolf Behne, rejected the aestheticism of form to make way for purely functional construction.  “The surest guiding principle to absolutely sachlich, necessary, extra-aesthetic design,” wrote Behne in 1926, “seemed to be adaptation to technical and economic functions, which with consistent work must in fact lead to the dissolution of the concept of form.”[26]  On this point, Hannes Meyer, correctly noting the profound development of Bauhaus theory from Weimar to Dessau,[27] continued in his predecessor’s vein by warning against any “modishly-flat plane-surface ornamentation divided horizontally and vertically and all done up in Neoplastic style.”[28]

The final non-Russian example of this internal division within the international avant-garde between aesthetic formalism and utilitarian functionalism centers around the Swiss architectural journal ABC, edited primarily by Mart Stam and El Lissitzky.  In a way, this can be seen as a recapitulation of the controversy surrounding Lissitzky’s involvement with the earlier periodical Veshch/Gegenstand/Objet, as van Doesburg aptly remarked.[29]  This was intimately connected with theoretical formulas advanced in Russia by the group ASNOVA, which had close personal and editorial ties to Lissitzky.  At the same time, it was bound up with subsequent developments within Dutch architectural modernism, as Stam’s growth reflected this broader pattern.[30]  Insofar as Lissitzky was one of the four founding members of ASNOVA,[31] he used ABC as an organ through which he could disseminate the ideas of architectural Rationalism from Russia.[32]  However, the ideals espoused by Stam, the second-ranking member of the group, would have logically placed him more in alliance with the hyperfunctionalist OSA current of Soviet architecture than with ASNOVA.[33]  Though the journal ABC was initially quite supportive of ASNOVA’s architectural agenda,[34] the Swiss group that published it later distanced itself from this early alliance.  “In 1927, [the members of ABC] realized that their alliance with Lissitzky and ASNOVA was the core of their problem, steering them in a direction that deterred Western clients.”[35]  Of course, on a political level, Stam and the other radicals of ABC remained committed to the ideals of communism, and so they were still connected with Lissitzky after rejecting “the impractical ASNOVA approach.”[36]

Lissitzky himself recorded this history of ASNOVA’s emergence: “The elaboration of new methods for the scientific-objective elucidation of the elements of architectural design — such as mass, surface, space, proportion, rhythm, etc.  — was decisive in establishing the distinctive character of the new schools.  A new methodology had to be created.  This work, begun by such pioneers as Ladovskii, Dokuchaev, and Krinskii [co-founders of ASNOVA], was continued by men of the younger generation, such as Balikhin, Korshev, Lamtsov, and others.”  Lissitzky, The Reconstruction of Architecture in the Soviet Union.  Pg. 30.

By industrializing the process of building houses and other structures, the avant-garde believed that it could help to solve many of the profound problems that had emerged out of industrial society. The housing question, about which Engels and many others wrote, as well as the divide between town and country, along with the intense overcrowding of the cities and the alienation that came with it — all these confronted the modernists as problems in need of solutions.  For Engels, the problem of housing shortages was more or less perennial.  The peculiarity of the modern crisis consisted mostly in the spectacular rate of its urbanization, the magnitude of the population it affected, and by the fact that it was felt not only by the lower classes but by members of the petit-bourgeoisie as well.[1]  While he correctly rejected the base analogy of the tenant-landlord relationship with the worker-capitalist relationship as Proudhonism,[2] Engels was emphatic that the housing question posed by industrial society could only be overcome by overthrowing capitalism as a whole.  Drawing upon an early theme he had developed in collaboration with Marx, this also meant resolving the “antithesis between town and country.”[3]  Although Engels insisted upon the dissolution of capitalist society, he wisely refrained from offering too much in the way of specifics as to what a postcapitalist solution would entail: “To speculate on how a future society might organize the distribution of food and dwellings leads directly to utopia.  The utmost we can do is to state…that with the downfall of the capitalist mode of production certain forms of appropriation which existed in society hitherto will become impossible.”[4]

Engels was not the only one to notice the acute urban housing shortage as well as the widening divide between town and country that was taking place under heavy industrial production.  He himself was reacting polemically to treatments of the problem offered by “Proudhonist” Arthur Mülberger and “bourgeois” Emil Sax.  The problem was recognized by more moderate writers like Alfred Smith, who in his own work on The Housing Question in 1900 wrote that “the grim irony of the situation could not go further — the laboring population, who daily contribute to the wealth and comfort of the city, are for the most part driven on to congested areas and into overcrowded rooms.”[5]  A Christian socialist by the unlikely name of Moritz Kaufmann, who accused Marx of utopianism[6] and later briefly corresponded with him,[7] authored a text in 1907 on The Housing of the Working Classes and of the Poor.  In this work, Kaufmann wrote of the evils of “slumlords,” of rural depopulation, and of the different manifestations of the housing crisis in Germany, France, and Belgium.[8]  Ultimately, Kaufmann’s prescriptions for action in dealing with these matters were not far from what Social-Democratic architects like Ernst May would later put forth.  This mostly amounted to more government oversight in the provision of public programs and the bureaucratic deployment of specialists.[9]  The housing question was exacerbated by the Great War, at least in the estimation of Edgar Lauer and Victor House, members of the New York judicial system, who wrote a treatise on The Tenant and His Landlord in 1921.  “Recent housing difficulties are not a local phenomenon,” they wrote.  “Insufficiency and inadequacy of living accommodation appear to be part of the worldwide aftermaths of the Great War.”[10] Continue reading

An update on the Modernist Architecture Archive/Database I discussed a couple posts ago.  I’ve begun work on it, and have uploaded almost half of the documents I intend to include.  Only a few of the Russian ones are up yet, but I’m hoping to post them over the next couple days.  There are many more on the way.
